The Hokkaido Shimbun Digital, an Internet site operated by the Hokkaido Shimbun (Sapporo City), carried an article (dated February 7) titled "Subsidy Rates for Earthquake-Resistant Construction Work in Hokkaido 20%, Usage Low without Using New Government Program.

The article goes on to say, "There are municipalities that do not have a subsidy system themselves. The reason is that they have public housing for the elderly (earthquake-proofed)" (Hokuryu Town in Sorachi Province), but there were also municipalities that "did not receive any requests from residents" or "had a subsidy system, but it was rarely used, so it was discontinued".
