Initially, sunflowers were planted on a 1.4 km long and 20 m wide strip of farmland from the Wa district to the Wa city area and from the Sunflower Park to the Hekisui city area with a subsidy from the town as a tourist landscape crop. Since then, sunflowers have been planted as part of a rural environment improvement project under the "Multi-functional Machinery Payment Project.
The Hokkaido Industrial Contribution Award was given in February 2012 for the conservation and management of farmland and waterways, as well as for the town-wide planting of sunflowers, a symbol of town development.
