The Hokkaido Shimbun Digital, an Internet site operated by the Hokkaido Shimbun (Sapporo City), has published an article (dated May 29) titled "Homeownership Allowance Provided by 18 Cities and Towns in the Sorachi Region to Promote Settling in Sorachi and to Secure Human Resources.

The article states, "The town of Hokuryu also provided 11,000 yen per month to about 10% of its regular employees last fiscal year. If they build a new house or buy a house, the monthly allowance will be increased to 12,000 yen for five years. The town's General Affairs Division states, 'The allowance is necessary from the perspective of securing permanent residence.
