The article states, "Councilor elections were held in 23 cities and towns, excluding Kamisunagawa. In Iwamizawa City, 28 people ran for councilor, compared to the fixed number of 22. On the other hand, Fukagawa City had no vote for the first time in 28 years (since 1995), and the number of candidates in the three towns of Tsukigata, Uryu, and Hokuryu fell below the quota, indicating that the shortage of councilors is becoming more and more serious.
