The article states, "In previous years, brown bears have appeared in a fixed area in Hokuryu Town, but this year, they were seen over a much wider area, and we were troubled by 'the lack of manpower needed to patrol the area and the lack of knowledge about the box traps that were set up for the first time,'" the article states.
