1989 Sunflower Park Basic Concept
Plans to develop a rural resort combining agriculture and tourism in the vicinity of Itaya 164 along Route 275.
The period of the project was five years from 1990, at a total cost of approximately 1.6 billion yen, and was carried out partly due to the success of the hot water borehole in September 1990.

(1) Overall framework
The entire project for the development of green rural space in Hokuryu Town is based on the "Hokuryu Town Sunflower Park Concept," and it is essential to create an overall plan based on this concept. Sunflowers have been a pillar of the town's development and have become well-known, so it would be unthinkable to make any plan that does not include sunflowers.
Therefore, in preparing the overall plan for the town, we will create the framework of the concept based on the Hokuryu Town Sunflower Park Plan, with the image of sunflowers as the basis for the creation of the facilities.
The following items will be kept in mind when developing the overall plan centered on Sunflowers.
A. Spreading Sunflowers' geographical characteristics throughout the country
B. Connect sunflowers to the image of health and make them the basis for building facilities
C. Improve the rural environment as "Beiryu," a town built on sunflowers
