The town of Hokuryu also had the "Etai-dake Development (Ski Resort) Plan" against the backdrop of the resort boom in the bubble economy of the time. This plan was prompted by the environmental destruction of the Shotsambetsu-dake National Park and Uryu Swamp. The plan was also cancelled when the "Sunflower Plan" was completed in 1990.

Compared to the Kamui Ski Links, the Kamui Gondola (4-seater) is 2,327m, and the Etai Resort's plan is for the ropeway to be even 1km longer. Conceptually, the Kitanomine Gondola (6-seater) is 2,958m at about the same elevation as the Furano Ski Resort, so the Etai-dake development will be almost as large as the Furano Ski Resort.

Uryu Swamp later became a signatory to the Ramsar Convention in 2000 (2005). This Ramsar Convention is an international treaty for the protection and use management of wetlands.

However, with the bursting of the bubble economy, most of the resorts have lost their vitality and many are now bankrupt or in ruins. However, the Niseko resort is the only one that has been revitalized by the inbound effect.

If this Keidake Resort had been implemented, it may have been as vibrant as Niseko or as run down as Ashibetsu City Canadian World, Yubari City Coal History Village and Mount Race Swiss Ski Resort, and Akaigawa Village Kiroro Resort and Fukagawa Ski Resort.
