Congratulations! Celebration for Mr. Yutaka Sano receiving the Order of the Rising Sun, Gold and Silver Rays
In the spring 2025 awards ceremony, former Hokuryu Town Mayor Yutaka Sano was awarded the Order of the Rising Sun, Gold and Silver Rays in recognition of his many years of contributions to local government and regional development.
To celebrate this honor, a reception was held at Sunflower Park Hokuryu Onsen from 3:00 p.m. on Saturday, July 12th, with 118 people attending the grand celebration.
What is the Order of the Rising Sun, Gold and Silver Rays?
Decorations are awarded to those who have made distinguished contributions to the nation or the public. There are six types of decorations in Japan: the Grand Cordon of the Order of the Chrysanthemum, the Order of the Paulownia Flowers, the Order of the Rising Sun, the Order of the Sacred Treasure, the Order of Culture, and the Order of the Precious Crown.
- Order of the Rising Sun:The award is given to those who have made outstanding achievements, focusing on the content of their meritorious service.
- Order of the Sacred Treasure:This award is given to those who have served in public service for many years and have achieved outstanding results.
There are six levels of awards: Grand Cordon, Grand Cordon, Medium Cordon, Small Cordon, Double Cordon and Single Cordon.
The Spring and Autumn Conferment Orders are issued twice a year, on April 29th in the spring and November 3rd in the autumn. Recipients are presented with the award at a ceremony led by the competent minister (and in some cases the prefectural governor), and after the award is presented, the recipients, wearing the medal, are invited to an audience with the Emperor at the Imperial Palace accompanied by their spouse.
In the spring of 2025, a total of 3,990 people were awarded the Grand Cordon of the Order of the Paulownia Flowers, the Order of the Rising Sun, and the Order of the Sacred Treasure. Of these, 488 people received the Order of the Rising Sun, Gold and Silver Rays. In Hokkaido, 216 people received the award, 61 received the Order of the Rising Sun, and 155 received the Order of the Sacred Treasure. (See the Cabinet Office website)

"We are pleased to announce that we will be holding a celebration for Mr. Yutaka Sano to receive the Order of the Rising Sun, Gold and Silver Rays as part of this year's Spring 2025 conferment of decorations. Congratulations to Mr. Yutaka Sano and his wife, Tomoko, on receiving the Order of the Rising Sun, Gold and Silver Rays.
Mr. and Mrs. Sano arrived at the venue early to welcome everyone, and greeted everyone by their first name, not their surname, making sure to greet everyone warmly. I truly felt that these actions were a reflection of Mr. Sano's warm life and the way he lived it.
I'm sure you're all well aware of his career, but he joined the town government in 1970 and has had 54 years of administrative experience since then. He then served as deputy mayor, and then as mayor for three terms, a total of 12 years. I've only been in office for a little over a year, but I can truly appreciate how hard he worked during that time. During his 12 years of hard work, he built Hokuryu Town into what it is today.
At the Hokkaido Municipalities Association meeting on July 10th, the current Governor of Hokkaido, Mr. Suzuki, congratulated Mr. Sano, saying, "Please give my best regards to Mr. Sano." Mr. Tanano also received words of congratulations from Mr. Takao Tanano (Mayor of Shiranuka Town and Chairman of the Hokkaido Municipalities Association), who has been appointed Chairman of the National Association of Towns and Villages. Mr. Tanano said that he was elected Chairman because "Mr. Yutaka Sano provided solid support as Vice Chairman."
This is the second time that a chairman of the National Association of Towns and Villages has been elected from Hokkaido, and the first time in 81 years since Mayor Kan'ichi Yoshida of Shizunai Town in 1944. I believe that Hokkaido will be positioned at the center of local government and will continue to play an important role. I believe this is also the result of Mr. Sano's hard work for Hokkaido.
I have always heard that there are things that Mr. Sano has not been able to accomplish in his 12 years as mayor. I fully acknowledge the areas that were not completed, such as the public transportation system and the management status of Sunflower Park Hokuryu Onsen. I would like to ask for your guidance based on your various experiences.
Recently, the national government has provided a large grant under the Regional Revitalization 2.0 initiative, encouraging Hokuryu Town to develop a solid town despite its small size. I believe this is also thanks to the administrative work that Mr. Sano has built up over the years.
Today's celebration has been prepared by staff who have received guidance from Mr. Sano. We are aware that there may be various mistakes, but we ask for your understanding in this celebration. Congratulations to Mr. Yutaka Sano on receiving the Order of the Rising Sun, Gold and Silver Rays today!

"I am extremely pleased and congratulate the former Mayor of Hokuryu Town, Mr. Yutaka Sano, who has been awarded the Order of the Rising Sun, Gold and Silver Rays for his contributions to local government in recognition of his many years of achievements, in the spring 2025 conferment of decorations.
Mr. Sano joined the town hall immediately after graduating from high school in 1970 and served in public service for 34 years. He served as deputy mayor in 2004 and was appointed the first deputy mayor in 2007 following an amendment to the Local Autonomy Act, where he dedicated himself to the town of Hokuryu. In 2012, he ran for mayor of Hokuryu and, despite various obstacles, was successfully elected and began serving as mayor. He served as mayor for three terms, a total of 12 years. In total, he worked at Hokuryu Town Hall for an astounding 54 years, starting from his time as an employee, where he devoted himself to the development of the town and making it a livable place.
During that time, he served in countless positions, including chairman of the Sorachi Town and Village Association, vice chairman of the Hokkaido Town and Village Association, and director of the Hokkaido Land Improvement Association. For his efforts, he received awards for his achievements from various organizations.
Mr. Sano was an athlete, having played baseball since elementary school, and practicing every day in high school with the goal of going to Koshien. After entering public service, he was actively involved in the town hall team and various organizations. After retiring from public service, he has been active as an officer of the Himawari Voluntary Association and the Park Golf Association. At Ryusenji Temple, he served as the head of the temple for many years, and since last year has been the deputy head of the temple, playing important roles in various areas, for which we would like to express our respect once again.
In conclusion, I would like to offer my best wishes for the continued prosperity and success of Mr. and Mrs. Sano and the Sano family, and I would also like to extend my best wishes for good health and happiness to all those attending today.

"It is a very hot day today, but I would like to express my sincere gratitude to all of you for attending this grand celebration and for holding it. I am also extremely honored to have received such kind words from Mayor Sasaki and Council Chairman Nakamura.
I am both nervous and overwhelmed to have received the prestigious Order of the Rising Sun, Gold and Silver Rays at the Spring 2025 Decorations Conferment Ceremony. I believe this is the result of your continued support and cooperation, and I would like to express my heartfelt gratitude.
Since I began working at Hokuryu Town Hall in 1970, I have been able to work healthily for 54 long years without any serious illness, and I would like to express my gratitude to the many townspeople, my superiors, and all the staff members.
When I joined the town hall, I was first assigned to the Agricultural Policy Section of the Industry Division, the year that rice production adjustments were made under the rice paddy reduction policy. I am the son of a fishmonger and knew absolutely nothing about agriculture. I remember desperately trying to memorize the names of producers, the locations of their rice paddies, and the farmhouses of their families, based on the agricultural association code that contained the producers' names. I think there were around 500 farm households. The population was around 4,700.
These experiences proved extremely valuable in my subsequent work at the town office, as they allowed me to forge closer ties with local producers. And while I was in the forestry department, I was able to grasp the overall picture of Hokuryu Town's land, including the owners and locations of national and town-owned forests, as well as the types of trees. I'm very grateful and happy to have had the opportunity to learn about the connections between rice paddies and farmers, mountains and trees, and the people of the town, all through my work.
After that, I worked for the Board of Education for six years as the Director of Physical Education, coinciding with the opening of the Kaizen Center Gymnasium. It was a time when, under the motto of "Sports in Life," I worked hard with the townspeople to create a healthy and bright town through sports. I also worked as the Finance Section Chief, helping to build Sunflower Park.
I was appointed deputy mayor and deputy mayor in 2004, and was elected mayor in 2012, completing my three-term, 12-year term last year. I owe it all to the many townspeople and town staff members who have allowed me to be involved in such major projects over the years, and I would like to express my gratitude once again.
The award was presented to me by Hokkaido Governor Naomichi Suzuki at the Hotel New Otani Sapporo on May 9th. On May 20th, I had an audience with His Majesty the Emperor at the Homeiden Hall of the Imperial Palace. During the audience, I happened to be in the center of the front row among the many other recipients, and the Emperor kindly said to me, "Thank you for all your hard work in completing your various duties. Please take good care of yourself from now on." I was deeply moved. This is not an experience that everyone gets to have, so I was truly moved.
I was only able to receive this award thanks to the cooperation of my seniors, colleagues, and the townspeople. I would like to express my deepest gratitude. I am 74 years old, and I would like to do my best to contribute to society, however small my contribution may be, so as not to bring shame to this medal. I would like to express my gratitude to you all for your continued support, cooperation, and encouragement. Thank you very much for today!

"Congratulations to Mr. and Mrs. Sano on receiving the award. I imagine it must have been extremely difficult for you to support Tomoko and Mr. Sano behind the scenes while they have stayed healthy and active. I would like to take this opportunity to express my gratitude.
After Mr. Nagashima passed away, he left behind the words, "Memories are more important than records." I have been helped by the mayors since Mr. Mori, but Mr. Yutaka Sano is one who remains in my memory. In his speeches at various meetings, Mr. Sano always said, "Hokuryu Town is a town that has the sun on its side. We will cherish the sunflowers and what our ancestors have worked so hard to build." These are words that are difficult to come out unless you have that kind of feeling.
I would especially like to express my gratitude to Mr. Sano for showing gratitude to his predecessors and valuing the "Producer-Consumer Partnership: A Bridge of Life" and "Consumer-Producer Partnership: A Bond of Life." Together with the representative directors of each district, Mayor Sano traveled from eastern Hokkaido, where dairy farming and field crops are the norm, to Tokyo, Osaka, Nagoya, Kyushu, Okinawa, and Taiwan, spreading the value of Hokuryu. I believe this is the most important element in my role as mayor.
Mayor Morimoto is remembered for his 28 years as mayor over seven terms. Secondly, he built a dam in Hokuryu Town at the request of Goto Miohachi and Matsuwara Sakuzo. Secondly, he abandoned plans to develop a ski resort. If this plan had gone ahead, Hokuryu Town would not exist today. Thirdly, 36 years ago, the agricultural cooperative, agricultural committee, Hokuryu Town, and land improvement district all came together, and Mayor Morimoto himself declared Hokuryu Town "a town that declares itself committed to safe food production to protect the lives and health of its citizens." No other town in Japan has made such a declaration.
Mr. Sano always had a strong desire to pass on the spirit of these ancestors and to convey the pride of Hokuryu to as many people as possible. I have heard the words of Mr. Goto Misaohachi hundreds of times: "In important positions, do not seek status, honor, or money." I am sure that Mr. Sano will remain in my memory forever as a true leader. As Mr. Sano is still young, I hope that he will convey this message to as many townspeople as possible.

"Mayor Sano always called me 'Jun-chan, Jun-chan,' and I was very grateful for his kindness. I thought I was the only one who was special, but after hearing Mayor Sasaki's words earlier, I heard that he calls everyone by their first names, and I felt a little disappointed (laughs).
What would make us happiest is for Mr. Sano to be able to do what he loves and enjoy the rest of his life. We really want him to enjoy himself, and we hope his wife will also enjoy doing all sorts of things.
I would like to conclude the event with three cheers, wishing the Sano family continued success and happiness for all those in attendance. "Hurray! Hurray! Hurray!"
