In Japan, Halloween, a Western culture, has been beautifully elevated into a warm opportunity for people of all ages and backgrounds to laugh and help each other. The "challenge" of the Hokuryu Town Chamber of Commerce and Industry Youth Division, which organized the event, and the "love for the community" of the many stores and organizations that sponsor and cooperate, have come together, and the entire town is connected like one big family.
