1989 (Heisei 1) Sunflower Park Basic Concept
A rural resort development combining agriculture and tourism is planned for the area around 164 Itaya along National Route 275.
The project took place over a five-year period from 1990, with a total cost of approximately 1.6 billion yen, and was carried out thanks in part to the success of hot water drilling in September 1990.

(1) Overall framework
The basis of the entire green rural space development project in Hokuryu Town is the "Hokuryu Town Sunflower Park Concept," and it is essential that the overall plan be created based on this concept. Given that sunflowers have been the pillar of town development up until now and have become well-known, it would be unthinkable to consider a plan that does not include sunflowers.
Therefore, when creating the town's overall plan, we will use the Hokuryu Town Sunflower Park Plan as a basis and create the framework for the concept with the image of sunflowers as the basis for facility construction.
When formulating an overall plan centered around Himawari, we will consider the following points in mind.
A. Spreading the name Himawari throughout the country
B. Sunflowers will be used as a basis for facility construction, linking them to the image of health.
C. Improving the rural environment as a sunflower town in Hokuryu
