The founding general meeting was held at the Chamber of Commerce and Industry Building on April 26, 1999, and the new Hokuryu Town Himawari Tourism Association was launched.

The establishment of the rules, the appointment of officers, and the business plan and budget for fiscal year 1999 were discussed and approved by a unanimous applause from all attendees. The officers appointed are as follows:

Since fiscal 1997, the government has been considering the introduction of a fee for the Sunflower Village. The government also discussed the creation of a tourism promotion system centered around sunflowers, and the previous tourism association and the Sunflower Festival Executive Committee were dissolved, and the new Hokuryu Town Sunflower Tourism Association was established. It was concluded that the introduction of a fee for the Sunflower Village was premature.

The new tourism association will abolish the previous system of collecting membership fees from all households and will instead accept applications for supporting membership from all households. With the participation of more members, the association aims to create a new sunflower tourism industry.
