The article states, "The group was founded by Seiji Otsuji (61), a mental health and welfare worker at the Dementia Disease Medical Center at Sunagawa City Hospital, in an attempt to revive an association of the same name that once existed in Hokuryu Town." "Now that the Hokuryu Town association has been dissolved, he felt that Sorachi needed a place where those affected could gather and gain the strength to live positively, and he has been preparing to establish the group since the summer of 2011."
