On Thursday, February 1st, from 6:00 p.m., a campaign speech by two candidates for the Hokuriku Town Mayoral Election was held in the Hokuriku Town Community Center Large Hall (2nd floor) until around 6:30 p.m.<\/p>\n

The campaign speech was co-hosted by the Hokuryu Branch of the JA Kitasorachi Youth Division and the Hokuryu Town Chamber of Commerce and Industry Youth Division. Approximately 120 townspeople attended and listened intently to the passionate speeches of the two candidates.<\/p>\n

In addition, this candidate speech meeting was scheduled to be held at the Hekisui Life Center from 2:00 p.m., but was canceled due to bad weather caused by a blizzard.<\/p>\n

"I am Yasuhiro Sasaki. Today, I would like to explain my policies as I run for mayor.
\nIn front of us, the canvassing team is lined up, and it includes people who were born in Hokuryu, people who work for companies outside the town, and people who work for companies within the town. They all love the town of sunflowers, so they volunteered to be part of the canvassing team.<\/p>\n

First of all, I would like to express my condolences to those affected by the Noto earthquake that occurred on New Year's Day. Small towns like Hokuryu Town were also affected. They are currently in a difficult situation. I would like to provide all the support I can.<\/p>\n

I have come up with four major slogans, each of which is divided into 16 points. This may seem like a lot.<\/p>\n

Given a four-year term, there will be four proposals per year, and there will be four parliamentary sessions per year, so the proposals will be carefully submitted one by one.<\/p>\n

The four items are "protecting daily life," "connecting to the future," "advancing together with the local community," and "supporting industry and people."<\/p>\n

Protecting daily life <\/strong><\/p>\n

"Protecting daily life" involves preparing for major disasters that occur almost every year across the country. Hokuryu Town has plans to rebuild educational and welfare facilities, and we would like to ensure that we are well prepared for disaster prevention and mitigation.<\/p>\n

We would also like to improve public transportation to protect people's lives.
\nLast year, the Takikawa-Hokuryu Line bus service was discontinued. In April of this year, the Hokuryu Line bus service is scheduled to be discontinued. The only option left is to use the express buses and intercity buses that run on National Highways 275 and 234, but these are not very user-friendly, so we need to work together effectively. I believe we need to make sure that our townspeople have access to transportation.
\nChildren commuting to school, elderly people going to hospitals, and other vulnerable people tend not to want to live in a town without buses or JR lines. We are planning to allocate the town's budget properly and, most importantly, to work closely with the Naka-Sorachi and Kita-Sorachi areas to combine transportation systems.<\/p>\n

And one of them is snow removal measures.
\nSnow is a very serious issue in Hokkaido. When it rains, it runs off. When it snows, it piles up and remains. Dealing with it is a huge effort for elderly people and women living alone. I would like to discuss the current snow removal system in Hokuryu Town a little more and provide subsidies for a more efficient snow removal system.<\/p>\n

Connecting to the future<\/strong><\/p>\n

Next, in terms of "Connecting to the Future," children are a major pillar of the future.
\nI want to firmly realize a society that supports children. Let's think about the kind of education that children themselves want. All children are born equal. Child development support programs must be undertaken first. We must provide support for dual-income households.
\nWe need to carefully distinguish between what parents should do and what the government should do. It is the parents' role to provide school supplies and sports equipment. I think it is the government's job to handle activities such as club activities.
\nI would like to carefully distinguish between work that parents should do and work for the government, and raise my children well.<\/p>\n

There are many issues facing Himawari no Sato. We would like to discuss these issues with the townspeople from scratch again, including the issues of the observation deck and the tourist center. We would appreciate your cooperation. Together, we hope to map out the future of Himawari no Sato.<\/p>\n

In a digital society, we will need to use machines to resolve labor shortages and reduce labor, and DX (digital transformation) will be necessary to build a society where machines operate independently using AI.<\/p>\n

Hokuryu Town is centered around agriculture, and smart agriculture is absolutely essential. I feel that the town has fallen far behind. An absolute requirement for promoting smart agriculture is the division of farmland into large plots. Only then will it be possible to fly drones and operate self-piloted tractors. I would like to create a solid agricultural DX (digital transformation) plan for Hokuryu Town.<\/p>\n

Promoting together with the local community <\/strong><\/p>\n

Next, in the "Advancing Together with the Community" project, medical care, nursing care, and welfare are projects that test the strength of the community.<\/p>\n

First of all, as a welfare area, when a member of the Diet came to town and we visited Eirakuen together, he was very surprised that the clinic, Eirakuen, and elderly housing were all integrated, and that he could go to each of them anytime, anywhere. He said, "There are no other examples like this in the whole country, so let's designate this as a model area and use it as an example of welfare development."
\nWe are planning to rebuild the welfare center in the future, and when these plans are combined, we will have an incredible vision for the area.<\/p>\n

In the health area, Sunflower Park Hokuryu Onsen aims to once again increase the health appeal of the area by offering food made with ingredients from Hokuryu Town and hot springs with high-quality water.<\/p>\n

Supporting industry and people<\/strong><\/p>\n

In the final pillar, "Supporting Industry and People," I will talk about the perspective of supporting agriculture.<\/p>\n

As was mentioned in October of last year, there was a problem with the color sorting machine at the bulk collection and shipping facility. It is unclear how long this will last, but it needs to be replaced.
\nIn November, I happened to have the opportunity to go to Tokyo, and when I spoke to an official from the Ministry of Agriculture, Forestry and Fisheries about the color sorting machine, he gave me the hint that, although a single subsidy project does not provide subsidies for maintenance and updating, combining subsidy projects may open up a way to update the color sorting machine.<\/p>\n

Another thing we were told was that subsidies could be implemented within the agricultural budget to add additional facilities that would be beneficial to the townspeople.
\nThey suggested slimming down the fuel and using it for school facilities in Hokuryu. They also suggested mixing the residue from sunflower harvesting, which has a high oil content and high combustion efficiency, with the fuel, turning it into coke, and using it as fuel energy. I think this is a great proposal for a town of sunflowers.<\/p>\n

In order to realize these four pillars, we need the support of each organization. We would appreciate your cooperation.<\/p>\n

We would like to thoroughly expand the Chamber of Commerce and Industry Vitality Support Fund Ordinance, which provides subsidies and support including large-scale plotting, direct sales, agricultural infrastructure development, budget securing, systems to support businesses, and employment opportunities.
\nI want farmers and members of the Chamber of Commerce to make a profit, and at the same time, I would like to create a lively, hometown-like town and steadily develop Hokuryu.<\/p>\n

Today, Kitajima-san, Mihara-san from the agricultural cooperative youth division, and the young people from the chamber of commerce and agriculture have all worked hard to make the arrangements. Thank you very much.
\nI believe that the role of the head of the local government is to provide the economic environment and support that will give you hope.<\/p>\n

"I am Kitakiyohirokuni. I would like to express my heartfelt condolences to all those affected by the earthquake on the Noto Peninsula.<\/p>\n

I would like to express my sincere gratitude to the members of the Agricultural Cooperative Youth Division and the Chamber of Commerce and Industry Youth Division for organizing this campaign speech, which has given me this opportunity today.<\/p>\n

I decided to run for mayor because I want to make Hokuryu a more lively and vibrant town so that young people can live in this town with hope, and for the future of our children, who are the town's treasure, and because I want to take agriculture in Hokuryu a step forward.<\/p>\n

I will focus on the main points and talk about part of town development.<\/p>\n

Creating a bright town using sunflowers<\/strong><\/p>\n

First of all, as part of our "creating a bright town that makes use of sunflowers," our town of Hokuryu declared in 1990, during the term of Mayor Mori, that it would become "a town that produces safe food to protect the lives and health of its citizens."
\nFrom a young age, I also had the opportunity to experience growing rice with reduced use of pesticides and without using herbicides.<\/p>\n

These are the fruits of accepting the requests of consumers, building trust through face-to-face relationships between producers and consumers, and working on "producer-consumer partnerships" that connect production areas with consumers.
\nIn order to promote sustainable agriculture, I would like to further strengthen the ``producer-consumer partnership'' and further raise awareness of agriculture in Hokuryu Town.
\nWe believe that by doing so, we can pass on to the next generation the rice cultivation that we have been doing for over 30 years, which protects lives and health, and that this will lead to the promotion of agriculture.<\/p>\n

Since Mayor Sano took office, the two of us have traveled all over the country to promote Hokuryu Town's agricultural products.
\nI have also visited eastern and northern Hokkaido, and when the mayor is present, the heads of our sales outlets come out, our level of trust has increased significantly, and we have had the opportunity to discuss a variety of topics. This has allowed us to maintain a long-standing relationship with Hokuryu Town's agricultural products. I would like to express my deep gratitude to Mayor Sano.<\/p>\n

In promoting smartification in various fields, we would like to set up a specialized contact point to ensure smooth communication of information and applications for government subsidies.<\/p>\n

In addition, with regard to commerce and industry, which supports the lives of townspeople, we will work to attract businesses from outside the town and to provide comprehensive support in the civil engineering and construction sectors.<\/p>\n

Although there is currently no observation deck at Himawari no Sato, we would like to continue to develop it in a way that will please tourists.<\/p>\n

Creating a caring town where residents support each other<\/strong><\/p>\n

Next, as part of our efforts to "create a caring town where residents support each other," we will focus on expanding medical care, nursing care, welfare, and lifestyle support, as well as comprehensively promoting child-rearing support.<\/p>\n

The elderly rate in Hokuryu Town is just under 44%. As the aging society progresses, there are concerns about daily life such as going to the hospital and shopping. We will work on how to ensure that local residents have transportation, such as shared taxis, to support their daily lives.<\/p>\n

Regarding child-rearing support, we will continue to provide financial support such as reducing the financial burden associated with childbirth and child-rearing, baby gifts, and childcare fee adjustments.<\/p>\n

Regarding the operation of Eirakuen, difficult operating conditions, such as a shortage of caregivers and a decrease in the number of residents, are major issues.
\nHowever, Eirakuen is a place of refuge for the elderly and an important facility, so the government must maintain it. We will operate it properly.<\/p>\n

Creating a town where residents can live safely and comfortably<\/strong><\/p>\n

Next, in order to "create a town where residents can live safely and comfortably," and in light of the reduction and abolition of bus routes, the development of a public transportation network to ensure residents have transportation is an urgent issue that must be addressed immediately.<\/p>\n

Regarding measures to encourage people to move to and settle in the town, we have been working for the past year to establish a system to accept new farmers, and have just launched the Hokuryu Town Farmers Support Council.
\nAs a recent achievement, two couples who have taken over the watermelon cultivation business have achieved excellent business results.
\nI believe that steady efforts, including the establishment of farming fields by agricultural corporations, will lead to measures to combat population decline and the development of Hokuryu Town's specialty products.<\/p>\n

Creating a vibrant town where all generations can grow together<\/strong><\/p>\n

Next, we will enhance school education and lifelong learning as part of our efforts to create a vibrant town where all generations can grow together.
\nIn addition, we will strive to promote sports, culture, and the arts, and support a fulfilling life.
\nRegarding the construction of currently proposed public facilities, we will proceed with the construction of government buildings, community centers, and town halls in a comprehensive and rational manner.<\/p>\n

A dynamic town that connects the thoughts of its residents<\/strong><\/p>\n

Next, as part of our efforts to "create a vibrant town that connects the aspirations of its residents," we will actively work to develop policies to secure human resources while nurturing the next generation that will support the town in the future.<\/p>\n

Finally, the unavoidable population decline and labor shortage in our town, Kitary\u016b, are major challenges.
\nWhen I think about the town in 10 years' time, I am considering a system to bring in human resources from outside, such as raising investments to set up a cooperative version of a temporary staffing agency, and operating it with government subsidies, in order to revitalize the current commerce and industry that supports our livelihood, including agriculture, which is our core industry. I hope this will help with the labor shortage.<\/p>\n

I strongly believe that the administration should be one that is close to the townspeople, and that the wishes of the townspeople should be reflected in town administration.<\/p>\n

While we face many obstacles in each field, we will tackle each one carefully, honestly, and with all our might.<\/p>\n

There are only three days left until the vote. I would like to ask for your tremendous support and to further expand the circle of ideas, and this concludes my speech at the campaign rally.
