Originally, this event was scheduled to be held in November of last year, but we had to postpone it due to concerns about the spread of the coronavirus. We sincerely apologize for the inconvenience.<\/p>\n
We are pleased to announce that, thanks to the recommendation from the agricultural cooperative and the kind support from the heads of various agricultural organizations, Mr. Ryoji Okura was nominated as an honorary citizen of the town at the third regular session of the town council in 2022. This nomination was approved unanimously by the council members.<\/p>\n
To date, there have been four honorary citizens of Hokuryu Town. In October 1971, Mr. Mitsuo Goto, Mr. Asao Murakami, and Mr. Sakuzo Matsuoka became honorary citizens, and in June 1991, Mr. Shoichi Mori became an honorary citizen. Mr. Okura is the fifth person to receive this honor.<\/p>\n
Upon graduating from high school, Ryoji Okura took up farming in his family business, while also engaging in a wide range of activities, including community service such as the fire brigade and youth group, and promoting sports through track and field. He gained the trust of the community and, as a young leader, received the first award under the Hokuryu Town Commendation Ordinance in 1971 at the young age of 30.<\/p>\n
In 1973, he was appointed to the board of directors of the Hokuryu Town Agricultural Cooperative. He himself practiced natural farming, which does not use any herbicides, chemical fertilizers, or pesticides for pest control, and as a leading figure in clean agriculture in the town, he worked to promote it and develop local agriculture. In 1991, he was appointed to the position of Representative Director and Chairman of the Hokuryu Town Agricultural Cooperative.<\/p>\n
Mr. Kikura's agricultural efforts inspired young agricultural leaders, and in 1988, at the suggestion of the agricultural cooperative youth division, a "Declaration for Safe Food Production to Protect the Lives and Health of the People" was made, and in 1990, the town, improvement district, and agricultural committee all made declarations.<\/p>\n
Since then, based on the philosophy that "food is life," they have strived to create agriculture and rural communities that aim for the richness of mind and body through agriculture and the agricultural cooperative movement. These practices have permeated among the members, and the foundation of production has become the commitment to clean agriculture. "Kirara 397 rice from Hokuryu Town" has been designated as a Special A area, and efforts have been made to improve the reputation of the production area, achieving the best agricultural cooperative collection capacity and yield per unit area in the entire prefecture.<\/p>\n
They also actively engaged in consumer interaction and worked to sell rice produced in Kitary\u016b Town, with 100% of the rice designated as being of a particular origin.<\/p>\n
These efforts laid the foundation for the current Hokuryu Sunflower Rice, and in 2017, it proudly won the Grand Prize in the Group Organization category at the 46th Japan Agricultural Awards. Hokuryu Sunflower Rice is highly regarded both within and outside Hokkaido for its distinctive rice cultivation methods, and it is also a popular return gift for hometown tax donations.<\/p>\n
From the time he assumed the position of chairman, Mr. Okura advocated for the necessity of a wide-area merger. As a result, the "Kitasorachi Agricultural Cooperative" was established in February 2000 by eight agricultural cooperatives in northern Sorachi, and he assumed the position of Representative Director and Managing Director. From June 2002, he demonstrated his abilities as Representative Director and Chairman, and retired in April 2007.<\/p>\n
Even after retiring from his position as an executive at the agricultural cooperative, he remains active as a farmer and serves as an auditor for the Hokkaido Organic Agriculture Research Association, among other roles.<\/p>\n
Going forward, we hope you will relax a little and continue to guide us both in good health. My father and Mr. Okura had a long relationship that spanned 60 or 70 years.<\/p>\n
Records show that Mr. Okura established the track and field club in his youth, and that the team, under the name Sasaki, participated in the Kita-Sorachi Ekiden (long-distance relay race) and achieved third place.<\/p>\n
My father was the chairman of the Chamber of Commerce and Industry, and when Mr. Okura was the chairman of the Hokuryu Agricultural Cooperative, my father asked Mr. Okura if the chairman could attend the Chamber of Commerce and Industry general meeting, and Mr. Okura readily agreed. Since then, the chairman has been invited to attend the Chamber of Commerce and Industry's annual New Year's meeting, and that practice continues to this day.<\/p>\n
Back then, it was unthinkable for the head of an agricultural cooperative to attend a general meeting of the Chamber of Commerce and Industry. I remember it being such a shocking news story throughout Sorachi and all of Hokkaido. I am grateful for all the challenges we have overcome to get here.<\/p>\n
One of the world's most famous novels is Tolstoy's "War and Peace." It is a novel based on the fact that France invaded Russia and went to war. I have heard that what firmly defended Russia when it was attacked was the strong will of the farmers who protected their land.<\/p>\n
I consider Mr. Okura not only an "honorary citizen" of the town, but also an "honorary farmer of Japan." I hear that he speaks out in various ways for the sake of world peace.<\/p>\n
I hope that Mr. Okura will not only be known as Mr. Okura of Hokuryu, but also as "Mr. Okura of Hokkaido, Mr. Okura of Japan, and Mr. Okura who speaks of peace to the world."<\/p>\n

Mr. Okura served as a director of the agricultural cooperative for 34 years. Of those 17 years, he was a full-time employee at the Hokuryu Agricultural Cooperative, and after the merger, he worked diligently for 17 years as a full-time employee at the Kitasorachi Agricultural Cooperative. We are truly grateful for all his hard work.<\/p>\n
I would like to share a little about Mr. Okura's achievements when we were younger.<\/p>\n
Everything is written in the materials that Mr. Okura prepared for us today, but I will tell you as much as I can remember.<\/p>\n
This story takes place when I was in my 30s and in the youth group, about 30 years ago. Mr. Okura was a full-time employee of the Hokuryu Town Agricultural Cooperative and would speak to us. I'd like to share a little bit of one of his speeches, which we call "Mr. Okura's Sayings," and which he always tells.<\/p>\n
"Food is life," and "Cherish this mountain, this tree, this greenery, and the abundant, powerful water that sustains them. Let your family work together, using your hands, skills, and heart to produce safe food that protects life and health." I heard this story many times when I was young.<\/p>\n
At first, we didn't understand what they were saying, but Mr. Okura explained and taught us, and we understood it, and we in the youth group dedicated ourselves to producing safe and secure rice.<\/p>\n
Ms. Okura has a wide network of contacts and has created various opportunities for interaction, such as meetings and social gatherings with customers. These include Ms. Mineko Yamazaki, President of Makoto Co., Ltd. in Tokyo, Mr. Mitsuo Toyoda, General Manager of Natural Coop Yokohama Consumers' Cooperative, and Ms. Mizue Takai, who connected us with JA Okinawa. We continue to have relationships with them, including as a direct sales outlet for sunflower rice.<\/p>\n
Also, four years ago, in 2019, when it was still the Hokuryu Agricultural Cooperative, it established a sister-city relationship with "JA Himawari" in Aichi Prefecture. There was a commemorative event for the 30th anniversary of the merger, and Ms. Okura was invited to it.<\/p>\n
I accompanied him as his bag carrier. He was reading a book without his glasses on, even while on the train. He was reading intently on the moving train. I was truly surprised.<\/p>\n
Then, after the 30th anniversary celebration ended, Mr. Okura was entertained by Chairman Gonda, past chairmen, and staff members. It was just over an hour, but from beginning to end, Mr. Okura spoke passionately about what the agricultural cooperative movement should be. I remember being truly impressed by his passion and energy. Mr. Okura always speaks with such passion.<\/p>\n
As an aside, as the mayor mentioned earlier, Mr. Okura's mentor, Mr. Mitsuo Goto, was nominated as an honorary town citizen in 1971, and then Mr. Okura was nominated as an honorary town citizen in the Reiwa era. I feel there is a strong connection between them. I sincerely believe that the way Mr. Okura lived his life, faithfully following Mr. Goto's teachings, is something that we could not easily achieve.<\/p>\n
Since Mr. Okura is now over 80 years old, I hope he will take care of his health and continue to share his passionate and inspiring stories with us.<\/p>\n
Wishing the Okura family and everyone much happiness, I offer these congratulatory words. <\/a>Acknowledgments from Ryoji Okura<\/figcaption><\/figure>\nI suffered from an illness that left me unable to speak for 12 days, and the doctor at the clinic in Fukagawa City did his best to help me speak at least once today. Thank you very much. I know it may be difficult to hear, but I wanted to express my gratitude.<\/p>\n
In 2007, when I left Kitasorachi Agricultural Cooperative, the new chairman, Yumi Hayasaki, told me that I was continuing the legacy of her years as an honorary member, but I declined, saying that "the main players in the agricultural cooperative are the members, not us officers and staff."<\/p>\n
Furthermore, Mayor Sano has offered me the title of honorary citizen on several occasions. However, I have always lived by the teachings of Mr. Mitsuo Goto, and I have declined, explaining that I wish to uphold his teaching of "Do not seek status, honor, or money" until the day I die.<\/p>\n
However, one day, Mr. Kitasei Hirokuni, the district representative, and Mr. Mizutani Shigeki, the chairman of the Agricultural Committee, were present, and Mr. Mizutani said to me, "Mr. Okura, we have worked diligently on what you have been saying: 'Food is life,' and 'Agricultural work that protects the lives of those who live.' We are the ones who have been putting into practice what you have been advocating: 'A bridge between industry and commerce, a bond between industry and commerce that protects life.' Please accept this for our sake." I was deeply moved.<\/p>\n
I used to refer to them as young Kitakiyo and young Mizutani, but I was deeply impressed by how much they've grown, and as I get older, I've decided to accept their award.<\/p>\n
On March 9th, Mr. Terauchi asked me if he could help him summarize my life story, and we spent four and a half hours talking endlessly at his home. Mr. Terauchi compiled it into a booklet, which has become a treasure to me. Thank you very much.<\/p>\n
When I was in first grade of elementary school, my body was this crooked. My mother was unable to produce milk after giving birth to me. When I started first grade, I was diagnosed with rickets, a form of malnutrition. I have never shown this photo to my children.<\/p>\n
My grandfather provided us with a retired cow. He fed it grass from the fields, milked it, and raised it, saving the lives of his six children. It truly stirred up a warm feeling in me, reminding me of the deep love and concern our ancestors had for their families and children.<\/p>\n
In 1954, the fishing boat Daigo Fukuryu Maru was exposed to radiation from an American hydrogen bomb test at Bikini Atoll, and Mr. Kuboyama died. In September, the Toya Maru Typhoon struck, causing significant damage. In December, a true turning point arrived for me.<\/p>\n
In December, I received a recommendation from the agricultural cooperative to stop farming. They told me, "Mr. Okura, we can't cause any more trouble for your guarantor, so please stop."<\/p>\n
The Okura family consisted of twelve people, including a frail uncle. The older brother left home immediately, saying, "My life is not meant to be that of a farmer." Every night since then, the father and mother would talk about how to survive, and the mother would say, "There's no choice but to die." In a house separated only by a single shoji screen, everything they were saying could be heard without any distinction.<\/p>\n
Eventually, Mr. Goto Mitsuo visited our home and told my parents, "Keep Ryoji! I'll guarantee you ammonium sulfate, potassium, and salt." Horses die of beriberi if they are not fed oats. Mr. Sugimoto Kiyomatsu, a legitimate horse dealer, learned of this and told us that if you cut a drum into rings, bury two of them in the barn, put in carbide (lime) made by cutting up straw and dissolving it in hot water, and feed the horses the mixture after it has aged for a day, the horses will not get fat, but they will not get beriberi.<\/p>\n
Thanks to the help of these two, I started farming to pay off my debts.<\/p>\n
I have never once felt sad or ashamed. Every time I met Mr. Goto, he would say to me, "Ryoji, work hard, be patient, being poor is nothing to be ashamed of. If you work diligently, many people will notice, help you, and introduce you to good people."<\/p>\n
I admire and respect Mr. Mitsuo Goto, and I continue to cherish and follow every single word he says.<\/p>\n
On November 2, 1972, I was summoned by Mr. Mitsuo Goto. With his son, Toru, sitting beside him, he said, "I will be retiring at the general meeting on March 11th of next year. Therefore, I would like to nominate Toshihiro Nakamura."<\/p>\n
Mr. Nakamura farms 2.8 hectares of land without any debt. At the age of 26, he composed the historically significant haiku, "Digging through the snow, digging through the soil, not even seeing my head." At that time, there were also calls to put Mr. Kumeya and Mr. Okura on the board of directors of the agricultural cooperative.<\/p>\n
Mr. Goto said, "I've heard that you're being considered as candidates. I won't object. If you are elected to the board, don't forget the three things I'm telling you, and make sure you thoroughly demonstrate them."<\/p>\n
I only attended about 60% of junior high school and about 20% of Hokuryu High School. "You haven't been to school. Therefore, don't drink alcohol, don't gamble, don't play games, and if you save even a little money, buy a book. Read books. It will surely become part of your blood and flesh."<\/p>\n
At that time, there was a surplus of rice, and crop diversification began. "Eventually, Japanese society will run out of food. Think about this for yourself, put it into practice, get recognition from the union committee, and make efforts to reflect it in the agricultural cooperative's demand."<\/p>\n
I was told that agricultural cooperative executives should not seek "status, honor, and money." If they realize this, they should resign from their position as agricultural cooperative executives.<\/p>\n
Mr. Goto would tell his son, Toru, "Ryoji can't drink at home, so get him a drink before he leaves." After Mr. Goto finished speaking, Toru would always offer him a drink, and as we drank together, he would explain, "I think this is what Dad was thinking when he was talking to Ryo-chan."<\/p>\n
From April 1973, I would visit Mr. Goto, who was a part-time director of the agricultural cooperative and received invitations to board meetings, to report on the contents of the meetings. Mr. Goto would not say a word. After the report was finished, the exchange of "Toru, buy Ryoji a drink before you go home" would continue until Mr. Goto went to bed.<\/p>\n
It was in the spring of 1973 that Toru said, "What my father meant was that as long as Japan continues its rapid economic growth, it will be impossible to produce real food for humans. Ryo-chan, let's try natural farming together."<\/p>\n
Toru-san explained my father's feelings to me. I heard from Toru-san about the things Goto-san was worried about: "There are many poor members in Hokuryu. How can the agricultural cooperative help with sustainable agricultural burdens?" "Hokuryu has a low reputation as a rice producing area. How can we improve that?" "We are carrying out modernization projects on behalf of Hokkaido. Therefore, there can be absolutely no collusion between contractors and staff."<\/p>\n
At that time, Hokkaido's rice-producing region was rated "C" on a four-point scale. Fukagawa, Moseushi, and Chichibetsu were rated "A". Hokkaido's region evaluation system was very strict, and the criteria for designating a region as a Hokkaido rice-producing area included farmers with high market prices for first-grade rice, low yields, and minimal damage from cold weather. Farming in the harsh valleys of Hokuryu town must have been hard work, but it was a difficult situation.<\/p>\n
The rice variety "Yukara" has been approved in Fukagawa City, while Hokuryu Town has been designated as an unsuitable area for growing "Yukara." Hiroshi Tomii and Masanori Yamamoto of the youth group exclaimed, "This is no joke! We're farmers! Why can't we grow 'Yukara'?!"<\/p>\n
I believe this is where the efforts to make Hokuryu's safe rice even more abundant began. The two of them worked on the "Seedling Maturer Movement," an effort to replant seedlings and accumulate temperature. Although it wasn't successful, I believe that Tomii and Yamamoto's passionate spirit\u2014"This is no joke, I'm a farmer, I won't lose to Fukagawa!"\u2014still forms the foundation of present-day Hokuryu. I am truly grateful.<\/p>\n
I am still chasing after Mr. Goto and Mr. Toru. I'm a lap behind, three, four, or even five laps behind. But I think I'll keep chasing them until the day I die.<\/p>\n
On January 27th of this year, I was invited to the Kawanishi Agricultural Cooperative in Obihiro City (JA Obihiro Kawanishi). Mr. Toshiyoshi Arizuka, the chairman of the Kawanishi Agricultural Cooperative, which is said to dominate Hokkaido agriculture, declared three years ago that "Kawanishi agriculture will be the first among all general agricultural cooperatives in the country to engage in organic farming."<\/p>\n
However, the path to adopting organic farming was unclear. So, two staff members were sent to investigate advanced farming practices across the country for three months. As a result of the investigation, Kawanishi Agricultural Cooperative decided to learn from the practices of Hokuryu Agricultural Cooperative.<\/p>\n
Mr. Toshiyoshi Arizuka, a leading figure in Hokkaido's agricultural community, wields significant influence over the selection of top and permanent staff members in all organizations, including Hokuren, Shinren, the Hokkaido Agricultural Cooperative Central Union, and Koseiren. When I was still active, Mr. Arizuka said, "I will absolutely not allow Mr. Eiki Ishibashi of Hamanaka Town and Mr. Ryoji Okura of Hokuryu Town to become executives of Hokuren, the Central Union, or Shinren."<\/p>\n
After that, two employees from Kawanishi Agricultural Cooperative stayed at a hot spring in Hokuryu and said, "We would really like to ask Mr. Okura for help." Chairman Arizuka told them, "I don't care what Okura says, just go and get him!"<\/p>\n
I had planned to go with Mr. Mamoru Segawa of Hokkaido Organic Farming, but he passed away on January 8th at the age of 72. I went alone and spoke with the youth group and young staff members for two hours.<\/p>\n
Chairman Arizuka was listening from the front row. After the lecture, he was warmly welcomed, and the younger members said, "We would really like to talk to Mr. Okura and have a drink with him at the third party," so they continued to converse until 12:30.<\/p>\n
The "Purpose of the 522nd Lecture Series" that I handed out to you all today has never changed.<\/p>\n
The words written on the back of the envelopes I handed you today are the culmination of the teachings of Mr. Mitsuo Hachi and Mr. Toru Goto.<\/p>\n

Greetings from: Mayor Toyo Sano of Hokuryu Town<\/h2>\n<\/a>Greetings from Mayor Yutaka Sano<\/figcaption><\/figure>\nThank you very much to everyone in attendance for taking the time to come to Ryoji Okura's celebration despite the inclement weather and your busy schedules both personally and professionally as you prepare for the end-of-year spring work.<\/p>\n
Originally, this event was scheduled to be held in November of last year, but we had to postpone it due to concerns about the spread of the coronavirus. We sincerely apologize for the inconvenience.<\/p>\n
We are pleased to announce that, thanks to the recommendation from the agricultural cooperative and the kind support from the heads of various agricultural organizations, Mr. Ryoji Okura was nominated as an honorary citizen of the town at the third regular session of the town council in 2022. This nomination was approved unanimously by the council members.<\/p>\n
To date, there have been four honorary citizens of Hokuryu Town. In October 1971, Mr. Mitsuo Goto, Mr. Asao Murakami, and Mr. Sakuzo Matsuoka became honorary citizens, and in June 1991, Mr. Shoichi Mori became an honorary citizen. Mr. Okura is the fifth person to receive this honor.<\/p>\n
Upon graduating from high school, Ryoji Okura took up farming in his family business, while also engaging in a wide range of activities, including community service such as the fire brigade and youth group, and promoting sports through track and field. He gained the trust of the community and, as a young leader, received the first award under the Hokuryu Town Commendation Ordinance in 1971 at the young age of 30.<\/p>\n
In 1973, he was appointed to the board of directors of the Hokuryu Town Agricultural Cooperative. He himself practiced natural farming, which does not use any herbicides, chemical fertilizers, or pesticides for pest control, and as a leading figure in clean agriculture in the town, he worked to promote it and develop local agriculture. In 1991, he was appointed to the position of Representative Director and Chairman of the Hokuryu Town Agricultural Cooperative.<\/p>\n
Mr. Kikura's agricultural efforts inspired young agricultural leaders, and in 1988, at the suggestion of the agricultural cooperative youth division, a "Declaration for Safe Food Production to Protect the Lives and Health of the People" was made, and in 1990, the town, improvement district, and agricultural committee all made declarations.<\/p>\n
Since then, based on the philosophy that "food is life," they have strived to create agriculture and rural communities that aim for the richness of mind and body through agriculture and the agricultural cooperative movement. These practices have permeated among the members, and the foundation of production has become the commitment to clean agriculture. "Kirara 397 rice from Hokuryu Town" has been designated as a Special A area, and efforts have been made to improve the reputation of the production area, achieving the best agricultural cooperative collection capacity and yield per unit area in the entire prefecture.<\/p>\n
They also actively engaged in consumer interaction and worked to sell rice produced in Kitary\u016b Town, with 100% of the rice designated as being of a particular origin.<\/p>\n
These efforts laid the foundation for the current Hokuryu Sunflower Rice, and in 2017, it proudly won the Grand Prize in the Group Organization category at the 46th Japan Agricultural Awards. Hokuryu Sunflower Rice is highly regarded both within and outside Hokkaido for its distinctive rice cultivation methods, and it is also a popular return gift for hometown tax donations.<\/p>\n
From the time he assumed the position of chairman, Mr. Okura advocated for the necessity of a wide-area merger. As a result, the "Kitasorachi Agricultural Cooperative" was established in February 2000 by eight agricultural cooperatives in northern Sorachi, and he assumed the position of Representative Director and Managing Director. When deciding on the timing of the celebration, we initially planned to hold it sometime this year, but due to the COVID-19 situation, it was held today.<\/p>\n
My father and Mr. Okura had a long relationship that spanned 60 or 70 years.<\/p>\n
Records show that Mr. Okura established the track and field club in his youth, and that the team, under the name Sasaki, participated in the Kita-Sorachi Ekiden (long-distance relay race) and achieved third place.<\/p>\n
My father was the chairman of the Chamber of Commerce and Industry, and when Mr. Okura was the chairman of the Hokuryu Agricultural Cooperative, my father asked Mr. Okura if the chairman could attend the Chamber of Commerce and Industry general meeting, and Mr. Okura readily agreed. Since then, the chairman has been invited to attend the Chamber of Commerce and Industry's annual New Year's meeting, and that practice continues to this day.<\/p>\n
Back then, it was unthinkable for the head of an agricultural cooperative to attend a general meeting of the Chamber of Commerce and Industry. I remember it being such a shocking news story throughout Sorachi and all of Hokkaido. I am grateful for all the challenges we have overcome to get here.<\/p>\n
One of the world's most famous novels is Tolstoy's "War and Peace." It is a novel based on the fact that France invaded Russia and went to war. I have heard that what firmly defended Russia when it was attacked was the strong will of the farmers who protected their land.<\/p>\n
I consider Mr. Okura not only an "honorary citizen" of the town, but also an "honorary farmer of Japan." I hear that he speaks out in various ways for the sake of world peace.<\/p>\n
I hope that Mr. Okura will not only be known as Mr. Okura of Hokuryu, but also as "Mr. Okura of Hokkaido, Mr. Okura of Japan, and Mr. Okura who speaks of peace to the world."<\/p>\n
I've been hoping for this day. My heartfelt congratulations! Mr. Okura served as a director of the agricultural cooperative for 34 years. Of those 17 years, he was a full-time employee at the Hokuryu Agricultural Cooperative, and after the merger, he worked diligently for 17 years as a full-time employee at the Kitasorachi Agricultural Cooperative. We are truly grateful for all his hard work.<\/p>\n
I would like to share a little about Mr. Okura's achievements when we were younger.<\/p>\n
Everything is written in the materials that Mr. Okura prepared for us today, but I will tell you as much as I can remember.<\/p>\n
This story takes place when I was in my 30s and in the youth group, about 30 years ago. Mr. Okura was a full-time employee of the Hokuryu Town Agricultural Cooperative and would speak to us. I'd like to share a little bit of one of his speeches, which we call "Mr. Okura's Sayings," and which he always tells.<\/p>\n
"Food is life," and "Cherish this mountain, this tree, this greenery, and the abundant, powerful water that sustains them. Let your family work together, using your hands, skills, and heart to produce safe food that protects life and health." I heard this story many times when I was young.<\/p>\n
At first, we didn't understand what they were saying, but Mr. Okura explained and taught us, and we understood it, and we in the youth group dedicated ourselves to producing safe and secure rice.<\/p>\n
Ms. Okura has a wide network of contacts and has created various opportunities for interaction, such as meetings and social gatherings with customers. These include Ms. Mineko Yamazaki, President of Makoto Co., Ltd. in Tokyo, Mr. Mitsuo Toyoda, General Manager of Natural Coop Yokohama Consumers' Cooperative, and Ms. Mizue Takai, who connected us with JA Okinawa. We continue to have relationships with them, including as a direct sales outlet for sunflower rice.<\/p>\n
Also, four years ago, in 2019, when it was still the Hokuryu Agricultural Cooperative, it established a sister-city relationship with "JA Himawari" in Aichi Prefecture. There was a commemorative event for the 30th anniversary of the merger, and Ms. Okura was invited to it.<\/p>\n
I accompanied him as his bag carrier. He was reading a book without his glasses on, even while on the train. He was reading intently on the moving train. I was truly surprised.<\/p>\n
Then, after the 30th anniversary celebration ended, Mr. Okura was entertained by Chairman Gonda, past chairmen, and staff members. It was just over an hour, but from beginning to end, Mr. Okura spoke passionately about what the agricultural cooperative movement should be. I remember being truly impressed by his passion and energy. Mr. Okura always speaks with such passion.<\/p>\n
As an aside, as the mayor mentioned earlier, Mr. Okura's mentor, Mr. Mitsuo Goto, was nominated as an honorary town citizen in 1971, and then Mr. Okura was nominated as an honorary town citizen in the Reiwa era. I feel there is a strong connection between them. I sincerely believe that the way Mr. Okura lived his life, faithfully following Mr. Goto's teachings, is something that we could not easily achieve.<\/p>\n
Since Mr. Okura is now over 80 years old, I hope he will take care of his health and continue to share his passionate and inspiring stories with us.<\/p>\n
Wishing the Okura family and everyone much happiness, I offer these congratulatory words. Congratulations, Mr. Okura!<\/p>\n<\/a>The Hokuryu Agricultural Cooperative Youth Division is striving forward, putting into practice the teachings of Mr. Ryoji Okura.<\/figcaption><\/figure>\nAcknowledgments: Ryoji Okura<\/h2>\n<\/a>Acknowledgments from Ryoji Okura<\/figcaption><\/figure>\nI suffered from an illness that left me unable to speak for 12 days, and the doctor at the clinic in Fukagawa City did his best to help me speak at least once today. Thank you very much. I know it may be difficult to hear, but I wanted to express my gratitude.<\/p>\n
In 2007, when I left Kitasorachi Agricultural Cooperative, the new chairman, Yumi Hayasaki, told me that I was continuing the legacy of her years as an honorary member, but I declined, saying that "the main players in the agricultural cooperative are the members, not us officers and staff."<\/p>\n
Furthermore, Mayor Sano has offered me the title of honorary citizen on several occasions. However, I have always lived by the teachings of Mr. Mitsuo Goto, and I have declined, explaining that I wish to uphold his teaching of "Do not seek status, honor, or money" until the day I die.<\/p>\n
However, one day, Mr. Kitasei Hirokuni, the district representative, and Mr. Mizutani Shigeki, the chairman of the Agricultural Committee, were present, and Mr. Mizutani said to me, "Mr. Okura, we have worked diligently on what you have been saying: 'Food is life,' and 'Agricultural work that protects the lives of those who live.' We are the ones who have been putting into practice what you have been advocating: 'A bridge between industry and commerce, a bond between industry and commerce that protects life.' Please accept this for our sake." I was deeply moved.<\/p>\n
I used to refer to them as young Kitakiyo and young Mizutani, but I was deeply impressed by how much they've grown, and as I get older, I've decided to accept their award.<\/p>\n
On March 9th, Mr. Terauchi asked me if he could help him summarize my life story, and we spent four and a half hours talking endlessly at his home. Mr. Terauchi compiled it into a booklet, which has become a treasure to me. Thank you very much.<\/p>\n
When I was in first grade of elementary school, my body was this crooked. My mother was unable to produce milk after giving birth to me. When I started first grade, I was diagnosed with rickets, a form of malnutrition. I have never shown this photo to my children.<\/p>\n
My grandfather provided us with a retired cow. He fed it grass from the fields, milked it, and raised it, saving the lives of his six children. It truly stirred up a warm feeling in me, reminding me of the deep love and concern our ancestors had for their families and children.<\/p>\n
In 1954, the fishing boat Daigo Fukuryu Maru was exposed to radiation from an American hydrogen bomb test at Bikini Atoll, and Mr. Kuboyama died. In September, the Toya Maru Typhoon struck, causing significant damage. In December, a true turning point arrived for me.<\/p>\n
In December, I received a recommendation from the agricultural cooperative to stop farming. They told me, "Mr. Okura, we can't cause any more trouble for your guarantor, so please stop."<\/p>\n
The Okura family consisted of twelve people, including a frail uncle. The older brother left home immediately, saying, "My life is not meant to be that of a farmer." Every night since then, the father and mother would talk about how to survive, and the mother would say, "There's no choice but to die." In a house separated only by a single shoji screen, everything they were saying could be heard without any distinction.<\/p>\n
Eventually, Mr. Goto Mitsuo visited our home and told my parents, "Keep Ryoji! I'll guarantee you ammonium sulfate, potassium, and salt." Horses die of beriberi if they are not fed oats. Mr. Sugimoto Kiyomatsu, a legitimate horse dealer, learned of this and told us that if you cut a drum into rings, bury two of them in the barn, put in carbide (lime) made by cutting up straw and dissolving it in hot water, and feed the horses the mixture after it has aged for a day, the horses will not get fat, but they will not get beriberi.<\/p>\n
Thanks to the help of these two, I started farming to pay off my debts.<\/p>\n
I have never once felt sad or ashamed. Every time I met Mr. Goto, he would say to me, "Ryoji, work hard, be patient, being poor is nothing to be ashamed of. If you work diligently, many people will notice, help you, and introduce you to good people."<\/p>\n
I admire and respect Mr. Mitsuo Goto, and I continue to cherish and follow every single word he says.<\/p>\n
On November 2, 1972, I was summoned by Mr. Mitsuo Goto. With his son, Toru, sitting beside him, he said, "I will be retiring at the general meeting on March 11th of next year. Therefore, I would like to nominate Toshihiro Nakamura."<\/p>\n
Mr. Nakamura farms 2.8 hectares of land without any debt. At the age of 26, he composed the historically significant haiku, "Digging through the snow, digging through the soil, not even seeing my head." At that time, there were also calls to put Mr. Kumeya and Mr. Okura on the board of directors of the agricultural cooperative.<\/p>\n
Mr. Goto said, "I've heard that you're being considered as candidates. I won't object. If you are elected to the board, don't forget the three things I'm telling you, and make sure you thoroughly demonstrate them."<\/p>\n
I only attended about 60% of junior high school and about 20% of Hokuryu High School. "You haven't been to school. Therefore, don't drink alcohol, don't gamble, don't play games, and if you save even a little money, buy a book. Read books. It will surely become part of your blood and flesh."<\/p>\n
At that time, there was a surplus of rice, and crop diversification began. "Eventually, Japanese society will run out of food. Think about this for yourself, put it into practice, get recognition from the union committee, and make efforts to reflect it in the agricultural cooperative's demand."<\/p>\n
I was told that agricultural cooperative executives should not seek "status, honor, and money." If they realize this, they should resign from their position as agricultural cooperative executives.<\/p>\n
Mr. Goto would tell his son, Toru, "Ryoji can't drink at home, so get him a drink before he leaves." After Mr. Goto finished speaking, Toru would always offer him a drink, and as we drank together, he would explain, "I think this is what Dad was thinking when he was talking to Ryo-chan."<\/p>\n
From April 1973, I would visit Mr. Goto, who was a part-time director of the agricultural cooperative and received invitations to board meetings, to report on the contents of the meetings. Mr. Goto would not say a word. After the report was finished, the exchange of "Toru, buy Ryoji a drink before you go home" would continue until Mr. Goto went to bed.<\/p>\n
It was in the spring of 1973 that Toru said, "What my father meant was that as long as Japan continues its rapid economic growth, it will be impossible to produce real food for humans. Ryo-chan, let's try natural farming together."<\/p>\n
Toru-san explained my father's feelings to me. I heard from Toru-san about the things Goto-san was worried about: "There are many poor members in Hokuryu. How can the agricultural cooperative help with sustainable agricultural burdens?" "Hokuryu has a low reputation as a rice producing area. How can we improve that?" "We are carrying out modernization projects on behalf of Hokkaido. Therefore, there can be absolutely no collusion between contractors and staff."<\/p>\n
At that time, Hokkaido's rice-producing region was rated "C" on a four-point scale. Fukagawa, Moseushi, and Chichibetsu were rated "A". Hokkaido's region evaluation system was very strict, and the criteria for designating a region as a Hokkaido rice-producing area included farmers with high market prices for first-grade rice, low yields, and minimal damage from cold weather. Farming in the harsh valleys of Hokuryu town must have been hard work, but it was a difficult situation.<\/p>\n
The rice variety "Yukara" has been approved in Fukagawa City, while Hokuryu Town has been designated as an unsuitable area for growing "Yukara." Hiroshi Tomii and Masanori Yamamoto of the youth group exclaimed, "This is no joke! We're farmers! Why can't we grow 'Yukara'?!"<\/p>\n
I believe this is where the efforts to make Hokuryu's safe rice even more abundant began. The two of them worked on the "Seedling Maturer Movement," an effort to replant seedlings and accumulate temperature. Although it wasn't successful, I believe that Tomii and Yamamoto's passionate spirit\u2014"This is no joke, I'm a farmer, I won't lose to Fukagawa!"\u2014still forms the foundation of present-day Hokuryu. I am truly grateful.<\/p>\n
I am still chasing after Mr. Goto and Mr. Toru. I'm a lap behind, three, four, or even five laps behind. But I think I'll keep chasing them until the day I die.<\/p>\n
On January 27th of this year, I was invited to the Kawanishi Agricultural Cooperative in Obihiro City (JA Obihiro Kawanishi). Mr. Toshiyoshi Arizuka, the chairman of the Kawanishi Agricultural Cooperative, which is said to dominate Hokkaido agriculture, declared three years ago that "Kawanishi agriculture will be the first among all general agricultural cooperatives in the country to engage in organic farming."<\/p>\n
However, the path to adopting organic farming was unclear. So, two staff members were sent to investigate advanced farming practices across the country for three months. As a result of the investigation, Kawanishi Agricultural Cooperative decided to learn from the practices of Hokuryu Agricultural Cooperative.<\/p>\n
Mr. Toshiyoshi Arizuka, a leading figure in Hokkaido's agricultural community, wields significant influence over the selection of top and permanent staff members in all organizations, including Hokuren, Shinren, the Hokkaido Agricultural Cooperative Central Union, and Koseiren. When I was still active, Mr. Arizuka said, "I will absolutely not allow Mr. Eiki Ishibashi of Hamanaka Town and Mr. Ryoji Okura of Hokuryu Town to become executives of Hokuren, the Central Union, or Shinren."<\/p>\n
After that, two employees from Kawanishi Agricultural Cooperative stayed at a hot spring in Hokuryu and said, "We would really like to ask Mr. Okura for help." Chairman Arizuka told them, "I don't care what Okura says, just go and get him!"<\/p>\n
I had planned to go with Mr. Mamoru Segawa of Hokkaido Organic Farming, but he passed away on January 8th at the age of 72. I went alone and spoke with the youth group and young staff members for two hours.<\/p>\n
Chairman Arizuka was listening from the front row. After the lecture, he was warmly welcomed, and the younger members said, "We would really like to talk to Mr. Okura and have a drink with him at the third party," so they continued to converse until 12:30.<\/p>\n
The "Purpose of the 522nd Lecture Series" that I handed out to you all today has never changed.<\/p>\n
The words written on the back of the envelopes I handed you today are the culmination of the teachings of Mr. Mitsuo Hachi and Mr. Toru Goto.<\/p>\n

We are pleased to announce that, thanks to the recommendation from the agricultural cooperative and the kind support from the heads of various agricultural organizations, Mr. Ryoji Okura was nominated as an honorary citizen of the town at the third regular session of the town council in 2022. This nomination was approved unanimously by the council members.<\/p>\n
To date, there have been four honorary citizens of Hokuryu Town. In October 1971, Mr. Mitsuo Goto, Mr. Asao Murakami, and Mr. Sakuzo Matsuoka became honorary citizens, and in June 1991, Mr. Shoichi Mori became an honorary citizen. Mr. Okura is the fifth person to receive this honor.<\/p>\n
Upon graduating from high school, Ryoji Okura took up farming in his family business, while also engaging in a wide range of activities, including community service such as the fire brigade and youth group, and promoting sports through track and field. He gained the trust of the community and, as a young leader, received the first award under the Hokuryu Town Commendation Ordinance in 1971 at the young age of 30.<\/p>\n
In 1973, he was appointed to the board of directors of the Hokuryu Town Agricultural Cooperative. He himself practiced natural farming, which does not use any herbicides, chemical fertilizers, or pesticides for pest control, and as a leading figure in clean agriculture in the town, he worked to promote it and develop local agriculture. In 1991, he was appointed to the position of Representative Director and Chairman of the Hokuryu Town Agricultural Cooperative.<\/p>\n
Mr. Kikura's agricultural efforts inspired young agricultural leaders, and in 1988, at the suggestion of the agricultural cooperative youth division, a "Declaration for Safe Food Production to Protect the Lives and Health of the People" was made, and in 1990, the town, improvement district, and agricultural committee all made declarations.<\/p>\n
Since then, based on the philosophy that "food is life," they have strived to create agriculture and rural communities that aim for the richness of mind and body through agriculture and the agricultural cooperative movement. These practices have permeated among the members, and the foundation of production has become the commitment to clean agriculture. "Kirara 397 rice from Hokuryu Town" has been designated as a Special A area, and efforts have been made to improve the reputation of the production area, achieving the best agricultural cooperative collection capacity and yield per unit area in the entire prefecture.<\/p>\n
They also actively engaged in consumer interaction and worked to sell rice produced in Kitary\u016b Town, with 100% of the rice designated as being of a particular origin.<\/p>\n
These efforts laid the foundation for the current Hokuryu Sunflower Rice, and in 2017, it proudly won the Grand Prize in the Group Organization category at the 46th Japan Agricultural Awards. Hokuryu Sunflower Rice is highly regarded both within and outside Hokkaido for its distinctive rice cultivation methods, and it is also a popular return gift for hometown tax donations.<\/p>\n
From the time he assumed the position of chairman, Mr. Okura advocated for the necessity of a wide-area merger. As a result, the "Kitasorachi Agricultural Cooperative" was established in February 2000 by eight agricultural cooperatives in northern Sorachi, and he assumed the position of Representative Director and Managing Director. From June 2002, he demonstrated his abilities as Representative Director and Chairman, and retired in April 2007.<\/p>\n
Even after retiring from his position as an executive at the agricultural cooperative, he remains active as a farmer and serves as an auditor for the Hokkaido Organic Agriculture Research Association, among other roles.<\/p>\n
Going forward, we hope you will relax a little and continue to guide us both in good health. I wish all those present good health and happiness, and with that, I conclude my address as the representative of the organizers, congratulations on this special day.<\/p>\n This time, with the recommendation of the town council, agricultural cooperative, chamber of commerce, and land improvement district, we decided to nominate him as an honorary town citizen at the regular session last September, which was one of the most important matters requiring a vote. When deciding on the timing of the celebration, we initially planned to hold it sometime this year, but due to the COVID-19 situation, it was held today.<\/p>\n My father and Mr. Okura had a long relationship that spanned 60 or 70 years.<\/p>\n Records show that Mr. Okura established the track and field club in his youth, and that the team, under the name Sasaki, participated in the Kita-Sorachi Ekiden (long-distance relay race) and achieved third place.<\/p>\n My father was the chairman of the Chamber of Commerce and Industry, and when Mr. Okura was the chairman of the Hokuryu Agricultural Cooperative, my father asked Mr. Okura if the chairman could attend the Chamber of Commerce and Industry general meeting, and Mr. Okura readily agreed. Since then, the chairman has been invited to attend the Chamber of Commerce and Industry's annual New Year's meeting, and that practice continues to this day.<\/p>\n Back then, it was unthinkable for the head of an agricultural cooperative to attend a general meeting of the Chamber of Commerce and Industry. I remember it being such a shocking news story throughout Sorachi and all of Hokkaido. I am grateful for all the challenges we have overcome to get here.<\/p>\n One of the world's most famous novels is Tolstoy's "War and Peace." It is a novel based on the fact that France invaded Russia and went to war. I have heard that what firmly defended Russia when it was attacked was the strong will of the farmers who protected their land.<\/p>\n I consider Mr. Okura not only an "honorary citizen" of the town, but also an "honorary farmer of Japan." I hear that he speaks out in various ways for the sake of world peace.<\/p>\n I hope that Mr. Okura will not only be known as Mr. Okura of Hokuryu, but also as "Mr. Okura of Hokkaido, Mr. Okura of Japan, and Mr. Okura who speaks of peace to the world."<\/p>\n I've been hoping for this day. My heartfelt congratulations! Congratulations!<\/p>\n Mr. Okura, congratulations on becoming an honorary citizen of the town. I offer my heartfelt congratulations.<\/p>\n Mr. Okura served as a director of the agricultural cooperative for 34 years. Of those 17 years, he was a full-time employee at the Hokuryu Agricultural Cooperative, and after the merger, he worked diligently for 17 years as a full-time employee at the Kitasorachi Agricultural Cooperative. We are truly grateful for all his hard work.<\/p>\n I would like to share a little about Mr. Okura's achievements when we were younger.<\/p>\n Everything is written in the materials that Mr. Okura prepared for us today, but I will tell you as much as I can remember.<\/p>\n This story takes place when I was in my 30s and in the youth group, about 30 years ago. Mr. Okura was a full-time employee of the Hokuryu Town Agricultural Cooperative and would speak to us. I'd like to share a little bit of one of his speeches, which we call "Mr. Okura's Sayings," and which he always tells.<\/p>\n "Food is life," and "Cherish this mountain, this tree, this greenery, and the abundant, powerful water that sustains them. Let your family work together, using your hands, skills, and heart to produce safe food that protects life and health." I heard this story many times when I was young.<\/p>\n At first, we didn't understand what they were saying, but Mr. Okura explained and taught us, and we understood it, and we in the youth group dedicated ourselves to producing safe and secure rice.<\/p>\n Ms. Okura has a wide network of contacts and has created various opportunities for interaction, such as meetings and social gatherings with customers. These include Ms. Mineko Yamazaki, President of Makoto Co., Ltd. in Tokyo, Mr. Mitsuo Toyoda, General Manager of Natural Coop Yokohama Consumers' Cooperative, and Ms. Mizue Takai, who connected us with JA Okinawa. We continue to have relationships with them, including as a direct sales outlet for sunflower rice.<\/p>\n Also, four years ago, in 2019, when it was still the Hokuryu Agricultural Cooperative, it established a sister-city relationship with "JA Himawari" in Aichi Prefecture. There was a commemorative event for the 30th anniversary of the merger, and Ms. Okura was invited to it.<\/p>\n I accompanied him as his bag carrier. He was reading a book without his glasses on, even while on the train. He was reading intently on the moving train. I was truly surprised.<\/p>\n Then, after the 30th anniversary celebration ended, Mr. Okura was entertained by Chairman Gonda, past chairmen, and staff members. It was just over an hour, but from beginning to end, Mr. Okura spoke passionately about what the agricultural cooperative movement should be. I remember being truly impressed by his passion and energy. Mr. Okura always speaks with such passion.<\/p>\n As an aside, as the mayor mentioned earlier, Mr. Okura's mentor, Mr. Mitsuo Goto, was nominated as an honorary town citizen in 1971, and then Mr. Okura was nominated as an honorary town citizen in the Reiwa era. I feel there is a strong connection between them. I sincerely believe that the way Mr. Okura lived his life, faithfully following Mr. Goto's teachings, is something that we could not easily achieve.<\/p>\n Since Mr. Okura is now over 80 years old, I hope he will take care of his health and continue to share his passionate and inspiring stories with us.<\/p>\n Wishing the Okura family and everyone much happiness, I offer these congratulatory words. Congratulations, Mr. Okura!<\/p>\n I suffered from an illness that left me unable to speak for 12 days, and the doctor at the clinic in Fukagawa City did his best to help me speak at least once today. Thank you very much. I know it may be difficult to hear, but I wanted to express my gratitude.<\/p>\n In 2007, when I left Kitasorachi Agricultural Cooperative, the new chairman, Yumi Hayasaki, told me that I was continuing the legacy of her years as an honorary member, but I declined, saying that "the main players in the agricultural cooperative are the members, not us officers and staff."<\/p>\n Furthermore, Mayor Sano has offered me the title of honorary citizen on several occasions. However, I have always lived by the teachings of Mr. Mitsuo Goto, and I have declined, explaining that I wish to uphold his teaching of "Do not seek status, honor, or money" until the day I die.<\/p>\n However, one day, Mr. Kitasei Hirokuni, the district representative, and Mr. Mizutani Shigeki, the chairman of the Agricultural Committee, were present, and Mr. Mizutani said to me, "Mr. Okura, we have worked diligently on what you have been saying: 'Food is life,' and 'Agricultural work that protects the lives of those who live.' We are the ones who have been putting into practice what you have been advocating: 'A bridge between industry and commerce, a bond between industry and commerce that protects life.' Please accept this for our sake." I was deeply moved.<\/p>\n I used to refer to them as young Kitakiyo and young Mizutani, but I was deeply impressed by how much they've grown, and as I get older, I've decided to accept their award.<\/p>\n On March 9th, Mr. Terauchi asked me if he could help him summarize my life story, and we spent four and a half hours talking endlessly at his home. Mr. Terauchi compiled it into a booklet, which has become a treasure to me. Thank you very much.<\/p>\n When I was in first grade of elementary school, my body was this crooked. My mother was unable to produce milk after giving birth to me. When I started first grade, I was diagnosed with rickets, a form of malnutrition. I have never shown this photo to my children.<\/p>\n My grandfather provided us with a retired cow. He fed it grass from the fields, milked it, and raised it, saving the lives of his six children. It truly stirred up a warm feeling in me, reminding me of the deep love and concern our ancestors had for their families and children.<\/p>\n In 1954, the fishing boat Daigo Fukuryu Maru was exposed to radiation from an American hydrogen bomb test at Bikini Atoll, and Mr. Kuboyama died. In September, the Toya Maru Typhoon struck, causing significant damage. In December, a true turning point arrived for me.<\/p>\n In December, I received a recommendation from the agricultural cooperative to stop farming. They told me, "Mr. Okura, we can't cause any more trouble for your guarantor, so please stop."<\/p>\n The Okura family consisted of twelve people, including a frail uncle. The older brother left home immediately, saying, "My life is not meant to be that of a farmer." Every night since then, the father and mother would talk about how to survive, and the mother would say, "There's no choice but to die." In a house separated only by a single shoji screen, everything they were saying could be heard without any distinction.<\/p>\n Eventually, Mr. Goto Mitsuo visited our home and told my parents, "Keep Ryoji! I'll guarantee you ammonium sulfate, potassium, and salt." Horses die of beriberi if they are not fed oats. Mr. Sugimoto Kiyomatsu, a legitimate horse dealer, learned of this and told us that if you cut a drum into rings, bury two of them in the barn, put in carbide (lime) made by cutting up straw and dissolving it in hot water, and feed the horses the mixture after it has aged for a day, the horses will not get fat, but they will not get beriberi.<\/p>\n Thanks to the help of these two, I started farming to pay off my debts.<\/p>\n I have never once felt sad or ashamed. Every time I met Mr. Goto, he would say to me, "Ryoji, work hard, be patient, being poor is nothing to be ashamed of. If you work diligently, many people will notice, help you, and introduce you to good people."<\/p>\n I admire and respect Mr. Mitsuo Goto, and I continue to cherish and follow every single word he says.<\/p>\n On November 2, 1972, I was summoned by Mr. Mitsuo Goto. With his son, Toru, sitting beside him, he said, "I will be retiring at the general meeting on March 11th of next year. Therefore, I would like to nominate Toshihiro Nakamura."<\/p>\n Mr. Nakamura farms 2.8 hectares of land without any debt. At the age of 26, he composed the historically significant haiku, "Digging through the snow, digging through the soil, not even seeing my head." At that time, there were also calls to put Mr. Kumeya and Mr. Okura on the board of directors of the agricultural cooperative.<\/p>\n Mr. Goto said, "I've heard that you're being considered as candidates. I won't object. If you are elected to the board, don't forget the three things I'm telling you, and make sure you thoroughly demonstrate them."<\/p>\n I only attended about 60% of junior high school and about 20% of Hokuryu High School. "You haven't been to school. Therefore, don't drink alcohol, don't gamble, don't play games, and if you save even a little money, buy a book. Read books. It will surely become part of your blood and flesh."<\/p>\n At that time, there was a surplus of rice, and crop diversification began. "Eventually, Japanese society will run out of food. Think about this for yourself, put it into practice, get recognition from the union committee, and make efforts to reflect it in the agricultural cooperative's demand."<\/p>\n I was told that agricultural cooperative executives should not seek "status, honor, and money." If they realize this, they should resign from their position as agricultural cooperative executives.<\/p>\n Mr. Goto would tell his son, Toru, "Ryoji can't drink at home, so get him a drink before he leaves." After Mr. Goto finished speaking, Toru would always offer him a drink, and as we drank together, he would explain, "I think this is what Dad was thinking when he was talking to Ryo-chan."<\/p>\n From April 1973, I would visit Mr. Goto, who was a part-time director of the agricultural cooperative and received invitations to board meetings, to report on the contents of the meetings. Mr. Goto would not say a word. After the report was finished, the exchange of "Toru, buy Ryoji a drink before you go home" would continue until Mr. Goto went to bed.<\/p>\n It was in the spring of 1973 that Toru said, "What my father meant was that as long as Japan continues its rapid economic growth, it will be impossible to produce real food for humans. Ryo-chan, let's try natural farming together."<\/p>\n Toru-san explained my father's feelings to me. I heard from Toru-san about the things Goto-san was worried about: "There are many poor members in Hokuryu. How can the agricultural cooperative help with sustainable agricultural burdens?" "Hokuryu has a low reputation as a rice producing area. How can we improve that?" "We are carrying out modernization projects on behalf of Hokkaido. Therefore, there can be absolutely no collusion between contractors and staff."<\/p>\n At that time, Hokkaido's rice-producing region was rated "C" on a four-point scale. Fukagawa, Moseushi, and Chichibetsu were rated "A". Hokkaido's region evaluation system was very strict, and the criteria for designating a region as a Hokkaido rice-producing area included farmers with high market prices for first-grade rice, low yields, and minimal damage from cold weather. Farming in the harsh valleys of Hokuryu town must have been hard work, but it was a difficult situation.<\/p>\n The rice variety "Yukara" has been approved in Fukagawa City, while Hokuryu Town has been designated as an unsuitable area for growing "Yukara." Hiroshi Tomii and Masanori Yamamoto of the youth group exclaimed, "This is no joke! We're farmers! Why can't we grow 'Yukara'?!"<\/p>\n I believe this is where the efforts to make Hokuryu's safe rice even more abundant began. The two of them worked on the "Seedling Maturer Movement," an effort to replant seedlings and accumulate temperature. Although it wasn't successful, I believe that Tomii and Yamamoto's passionate spirit\u2014"This is no joke, I'm a farmer, I won't lose to Fukagawa!"\u2014still forms the foundation of present-day Hokuryu. I am truly grateful.<\/p>\n I am still chasing after Mr. Goto and Mr. Toru. I'm a lap behind, three, four, or even five laps behind. But I think I'll keep chasing them until the day I die.<\/p>\n On January 27th of this year, I was invited to the Kawanishi Agricultural Cooperative in Obihiro City (JA Obihiro Kawanishi). Mr. Toshiyoshi Arizuka, the chairman of the Kawanishi Agricultural Cooperative, which is said to dominate Hokkaido agriculture, declared three years ago that "Kawanishi agriculture will be the first among all general agricultural cooperatives in the country to engage in organic farming."<\/p>\n However, the path to adopting organic farming was unclear. So, two staff members were sent to investigate advanced farming practices across the country for three months. As a result of the investigation, Kawanishi Agricultural Cooperative decided to learn from the practices of Hokuryu Agricultural Cooperative.<\/p>\n Mr. Toshiyoshi Arizuka, a leading figure in Hokkaido's agricultural community, wields significant influence over the selection of top and permanent staff members in all organizations, including Hokuren, Shinren, the Hokkaido Agricultural Cooperative Central Union, and Koseiren. When I was still active, Mr. Arizuka said, "I will absolutely not allow Mr. Eiki Ishibashi of Hamanaka Town and Mr. Ryoji Okura of Hokuryu Town to become executives of Hokuren, the Central Union, or Shinren."<\/p>\n After that, two employees from Kawanishi Agricultural Cooperative stayed at a hot spring in Hokuryu and said, "We would really like to ask Mr. Okura for help." Chairman Arizuka told them, "I don't care what Okura says, just go and get him!"<\/p>\n I had planned to go with Mr. Mamoru Segawa of Hokkaido Organic Farming, but he passed away on January 8th at the age of 72. I went alone and spoke with the youth group and young staff members for two hours.<\/p>\n Chairman Arizuka was listening from the front row. After the lecture, he was warmly welcomed, and the younger members said, "We would really like to talk to Mr. Okura and have a drink with him at the third party," so they continued to converse until 12:30.<\/p>\n The "Purpose of the 522nd Lecture Series" that I handed out to you all today has never changed.<\/p>\n The words written on the back of the envelopes I handed you today are the culmination of the teachings of Mr. Mitsuo Hachi and Mr. Toru Goto.<\/p>\n I will continue to follow the teachings and example of Mr. Mitsuo Hachi and Mr. Toru Goto for as long as my body allows.<\/p>\n Congratulations to Mr. Ryoji Okura on his designation as an Honorary Citizen of the Town. Mr. Okura's passion for rice farming has served as a fine example for farmers in the town and continues to be passed down through generations.<\/p>\n Furthermore, the Agricultural Cooperative Youth Division and the Chamber of Commerce Youth Division are working together to sell rice and conduct Team Agri Fighter North Dragon activities. We hope to continue working together as agriculture and commerce to revitalize agriculture in Hokuryu Town.<\/p>\n Let us raise a toast to Mr. Ryoji Okura's continued good health and success, and to the well-being of everyone present today.
